Bartlett Maritime Awarded Contract to Grow Industrial Base Workforce

Bartlett Maritime Corporation (BMC), a Cleveland-based company dedicated to building capability and capacity in America’s submarine industrial base, has been awarded an initial $3 million contract to begin providing a rotational workforce of skilled laborers in support of Navy shipbuilding and repair projects.

The contract was awarded on March 5, 2024 by BlueForge Alliance, a nonprofit, neutral integrator that supports the U.S. Navy’s submarine industrial base initiatives. The contract calls for BMC to provide a group of trained welders for deployment to support designated shipyards.

“Bartlett Maritime is excited to begin fulfilling our mission of growing America’s ability to build and maintain our submarine force,” said BMC Founder and CEO Edward L. Bartlett, Jr. “We have a tremendous sense of urgency to help restore the industrial base the Navy needs, beginning with the skilled laborers in this rotational workforce.”

The rotational shipyard workforce concept is the first part of Bartlett Maritime’s comprehensive proposal to add capacity and capability to America’s submarine industrial base. BMC has also proposed to construct and operate component repair facilities in northeast Ohio with an option to build a new public naval shipyard in Charleston, S.C.

“We are confident this contract represents just the first step in BMC delivering solutions to meet the many pressing demands of the fleet,” Bartlett said. “We look forward to working with BlueForge Alliance to expand the staffing and capacity of the submarine industrial base. We are eager to show the Navy that we can provide affordable, effective industrial capabilities at speed.”
