Bartlett Maritime Adds Former CHINFO as EVP for StratComm

August 8, 2023 (CLEVELAND, OHIO) – Bartlett Maritime Corporation announces retired U.S. Navy Rear Adm. Charles W. Brown has joined the company as executive vice president, strategic communications, effective immediately.

The addition of Brown brings a seasoned public communication expert to a team of exceptionally well-qualified senior leaders in both naval shipbuilding and maintenance.

“Rear Adm. Brown’s professional acumen and leadership will provide us unique insight as we grow to help the Navy solve the submarine maintenance crisis,” said Edward L. Bartlett, Jr., Bartlett Maritime Corporation’s founder and chief executive officer. “We have a story to tell as we plan to move forward in developing new industrial facilities and help expand the submarine industrial base. We are eager for Rear Adm. Brown to help us communicate the solutions we know we can deliver.”

Brown brings nearly 30 years of strategic communication experience to Bartlett Maritime. Most recently he served as the Navy Chief of Information, leading the Navy’s public affairs community and directing the Navy’s public communication.

“The Bartlett Maritime leadership team has some of the best minds in the American nuclear submarine industry. They have experience solving problems from the Cold War to today’s challenges,” said Brown. “Bartlett Maritime can bring more desperately needed capacity to the industrial base for our nation and our allies. I’m honored to join them.”

Brown is a 1994 graduate of the U.S. Naval Academy, and earned a master's degree in mass communication and media studies from San Diego State University. He was the first flag officer to be Accredited in Public Relations and Military Communication. Upon Brown’s retirement, the Master Chief Petty Officer of the Navy recognized him as an honorary chief petty officer.

About Bartlett Maritime Corporation
America’s submarine industrial base consistently delivered a new submarine into service every 44 days in the 1960’s. As recently as the 1980’s, it delivered five new submarines into service each year while maintaining more than 100 submarines. Today, just as the Navy is being called on to satisfy strategically essential AUKUS obligations, the submarine industrial base is in the midst of a serious capacity and capability crisis. In fact, according to the Congressional Research Service, 37% of nuclear-powered attack submarines are unavailable for operation due to long term depot maintenance delays. In response, Bartlett Maritime Corporation is preparing to execute an immediately actionable, cost-effective public-private-partnership proposal to add required capacity and capability to the submarine industrial base.
